Dedicated to the attractiveness of Europe and its regions, the Foundation aims to be a reference for the European Union, its Member States and regions, bringing together political leaders, international investors and experts. Its mission involves identifying effective levers for the attractiveness of Europe and developing recommendations in support of reforms to enhance European competitiveness in line with the Lisbon Agenda. Through its high-level think tank, Europe+ makes a continuing contribution to reflection on related issues and, by the same token, provides a channel for the influence of business, European regions and civil society in favour of growth, employment research and innovation.

The Foundation has three principal tasks

  • Analysis of foreign direct investment to identify investor preferences and trends in flows both within the European community and between Europe, North and South America, and Asia, thereby gaining a reliable picture of the real attractiveness of Europe and its regions. In this area, the annual survey conducted by ERNST & YOUNG and presented at the annual conference in La Baule is both an important source of added value for the Foundation and a key tool for Member States and their regions.
  • Developing an understanding of international investors' needs to anticipate their requirements and changes in the economic, industrial and commercial environment—building fruitful, long-term partnerships to counter the trend to business relocation.
  • Comparison of economic and social policies as levers for regional attractiveness and business competitiveness. This involves highlighting best practices and assessing their impact on attractiveness in terms of investment, technology, talent and return on capital.

The Foundation draws on the contributions of a think tank made up of international business leaders, regional and national political leaders, academics, and representatives of unions and business associations.

The Foundation organizes the annual World Investment Conference held in La Baule, France.
